Anne C. Belanger, MT, MA

Consultant-CAP & Laboratory

Ms. Belanger makes her home in Lake Toxaway, North Carolina. She has BS degree in Medical Technology from the University of Dayton and a Master of Arts in Management and Supervision and Health Care Administration from Central Michigan University. She was employed by the Joint Commission on Accreditation of Health Care Organizations from 1978-1999. While at the Joint Commission she served as a field representative in the Laboratory Accreditation Program, Associate Director of Hospital Services ( Laboratory) and her last position was as Executive Director of Laboratory Accreditation Services. She has many years of experience in providing education, national speaking engagements as well as membership on the National Committee for Clinical Laboratory Standards, NCCLS Subcommittee on Laboratory Design.


Kenneth Dale Brown, RN, MSN

Kenneth Dale Brown, RN, MSN received a Baccalaureate and Master of Science degree in Nursing from the University of Alabama in Birmingham. Previous positions include Staff Nurse, Assistant Director of Nursing, Director of Nursing at Baptist Medical Center, Montgomery, Alabama, Assistant Professor of Nursing at Troy State University, Montgomery, Alabama, Director of Critical Care Services at St. Mary’s Medical Center, and Patient Care Coordinator, Girling Home Health Care Agency, Knoxville, Tennessee. From 1994 to 2003 Mr. Brown was employed by the Joint Commission on Accreditation of Healthcare Organizations. He has had the opportunity to participate in education programs for a number of state hospital associations as well as conducted private consultation with many healthcare organizations since 1997.


Richard T. Cotter, MS, M.Ed

Life Safety & Environment of Care

Rick has over 25 years experience in providing non-clinical, regulatory compliance and accreditation services to healthcare facilities. His expertise is in the technical areas of life safety, health & safety, hazardous materials, and facilities management coupled with process and performance improvement skills for organizational management.

For 10 years, Rick was the Sr. Vice President for Technical Services at MedSafe, Inc. There he was responsible for managing the technical consulting staff for the accreditation and regulatory compliance services and focused his efforts on The Joint Commission’s management of Environment of Care chapters, EPA requirements, OSHA compliance, and hospital decontamination. He also operationalized the MSDSdirect internet-based MSDS management program for MedSafe and currently provides this national service for healthcare facilities under RT Cotter and Associates, Inc. MSDSdirect™ Division. For approximately 12 years prior to MedSafe, Rick worked as a Corporate Executive at Clean Harbors, Inc., a national environmental service company. Among his responsibilities, he managed profit centers dealing with hazardous materials and biological emergencies, hazardous materials transportation systems, a multi-million dollar hazardous materials commercial training program and a Hazardous Material Training Center for chemical spill response.

In 2001, Mr. Cotter acquired the hospital operations and MSDSdirect™ divisions from Medsafe and continues today as president and principal consultant. Rick’s pragmatic, cost effective approach toward regulatory compliance is nationally recognized. He is known for the presentations and seminars he conducts for many associations, hospital systems and individual clients.

Rick holds a degree in Biological Sciences (Human Physiology) and graduate degrees in education and environmental sciences, and has been certified in Health and Safety through the OSHA Training Center in Chicago.


Joan Dodelin, RN, MBA

Consultant- CMS, Behavioral Health, Hospital

Ms. Dodelin is currently a resident of Rockville Centre, New York. She received her BSN from Johns Hopkins University School of Nursing, Baltimore, Maryland, her Nurse Anesthesia Training and Master’s of Business Administration from the University of Virginia, and her MSL from the Golden Gate University School of Law.

She has held various positions such as ICU Nurse Manager, Director of Patient Care Services, Nurse Anesthetist and as Nurse Litigator for two law firms. Ms Dodelin was employed with the Joint Commission as a Field Representative from 1994 to 2004. She was a member of the Sentinel Event Unit at the Joint Commission and possesses great expertise in assisting organizations in conducting Root Cause Analyses.

Ms. Dodelin has been actively consulting privately since 2004 with a variety of organizations throughout the country.


Mary Ann Dremstedt, RN, MS

Consultant-Ambulatory, Behavioral Health, Critical Access, Hospital, Long Term Care, LVAD & Stroke Certification.

Mary Ann Dremstedt, RN, MS from Tampa, Florida received her Bachelor’s degree in Nursing from Indiana University and her Master’s degree in Business from University of South Florida. She has worked in acute medical and surgical care, psychiatric services, and long-term and managed care. MaryAnn was the Chief Nurse Executive at John Knox Medical Center, Northside Centers, and Sarasota Palms Hospital.

Ms. Dremstedt is a charter member of the American Psychiatric Nurses Association as well as previously an adjunct Professor of the University of Tampa and Humana Healthcare Institute. Her experience also includes being an expert witness for the Florida Board of Nursing. Mary Ann was cross-trained as an Administrator Surveyor as well as a surveyor for the Ambulatory and Network and Behavioral Health Programs at the The Joint Commission from 1994-2003 and has been consulting for the past 10 years.


Robert Manniello, MD, MBA

Consultant-CMS, Hospital

Dr. Manniello is a resident of San Juan Capistrano, California.
He received his Medical Degree from Howard University College of Medicine in Washington, DC, and completed his residency at the Children’s Hospital of Los Angeles and a Neonatal Fellowship at the Montreal Children’s Hospital in Montreal, Canada.He holds a MBA degree from the University of South Florida.
Dr. Manniello has been in private practice in Redondo Beach and Torrance, California, the Director of Ambulatory Pediatric Services at the Arnold Palmer Hospital for Children in Orlando, Florida and the Medical Director of Children’s Hospital of Orange County in Orange, California. He served as a Medical Staff Surveyor for the CALS/IMQ/CMA/TJC. From 1996-2002.
Dr. Manniello was a Physician Surveyor for the Joint Commission from 1998 to 2003.


Kenneth McGraw

Consultant-Life Safety Code & Environment of Care

Ken has been working in the area of facilities management for approximately 30 years, of which 21 years has been at the executive level. Prior to entering facilities management he received an excellent technical background by working in various trade areas and managing his own contracting business specializing in commercial/residential work in the field of HVAC, electrical, plumbing and carpentry.

Having spent his entire Healthcare career in the Ohio area, Ken has worked at facilities of varying sizes, including the Cleveland Clinic, University Hospitals, Lake Hospital System, Saint Vincent’s Charity Hospital and Medina General Hospital. In addition to a strong management and technical background, Ken also has extensive knowledge in the following areas of compliance: The Joint Commission, OSHA Life Safety Code & the EPA.

Ken’s top priority is assuring that the facility is in a constant state of readiness for spot or scheduled inspections. Mr. McGraw has also led mock Joint Commission Surveys in an effort to better prepare the facility for an actual survey in the areas covering the Environment of Care, and he has a very broad background and extensive knowledge of all areas covered by Joint Commission requirements for standards and compliance.
Ken was previously employed by The Joint Commission in the position of Life Safety Code Specialist. In this position, he surveyed facilities around the country for compliance with Joint Commission standards as they relate to the Environment of Care and the Life Safety Code.


Gayle Nash, RN, MPH

Consultant – Ambulatory, CMS, Hospital Manuals

Gayle is presently a resident of El Paso, Texas. She received her Nursing Degree from Presentation College in Aberdeen, South Dakota and her Masters Degree in Health Services Administration, from the School of Public Health from the University of Minnesota. Ms. Nash has had a variety of clinical nursing and senior nursing leadership positions, most recently as Chief Nursing Officer Mountain View Regional Medical Center, Las Cruces, New Mexico and was previously the Chief Nursing Officer for the Department of Health in the State of New Mexico. She was a Joint Commission Surveyor for 13 years and has had a variety of experiences consulting with organizations for Joint Commission preparation nationally and internationally. Gayle also is a Legal Nurse consultant and assists organizations with CMS preparation.


Coleen O’Connell, RN, BSN

Consultant- CHAP, Durable Medical Equipment, Home Care, Hospice

Ms. O’Connell, a resident of Austin, Texas has over 20 years of Home Care/Hospice experience. She was a CHAP site visitor for two years and a Joint Commission surveyor in the Home Care program for five years. Ms. O’Connell has breadth and depth of experience that our clients find invaluable. Her other employment experience includes General Manager Home Medical Equipment and Infusion Services, National Medical Care Home Care Regional Sales Manager, as well as many years of consulting with a variety of National Home Care agencies. Ms. O’Connell has also many years in assisting organizations with JCAHO/CHAP Plan of Correction preparation and implementation, OASIS education, competency assessment and accuracy reviews, Development and implementation of Performance Improvement Plans, AR Recovery for home health, infusion and home DME, staff education programs, Development of clinical competency programs and Policy and Procedure development.


Alan M. Rapaport, MD, MBA

Consultant- CMS, Hospital, Office Based Surgery

Dr. Rapaport joined The Joint Commission in 2004 and worked as a surveyor in the hospital program and office surgery programs until 2014. Additionally Dr. Rapaport spoke on topics such as Medical Staff standards and physician engagement.

Dr. Rapaport received his Doctor of Medicine Degree from Wayne State University School of Medicine in Detroit. He completed his residency training in Obstetrics and Gynecology at Sinai Hospital of Detroit and then began clinical practice in Denver, Colorado.

A fellow of the American College of Obstetrics and Gynecology, Dr. Rapaport served as Department Chair at Presbyterian / St. Lukes Hospital in Denver as well as chair of the departmental Quality Assurance Committee. He also served as Legislative Chair for the Colorado Obstetrics and Gynecology Society. Dr. Rapaport received his MBA from the University Of Denver Daniels College Of Business.

After receiving his business degree, Dr. Rapaport worked in the medical malpractice industry and the employment background industry where he was certified as a Medical Review Officer for drug screening.

Dr. Rapaport is currently a resident of Colorado.


Thomas R. Zastowny, Ph.D

Consultant-Behavioral Health

Dr. Zastowny is a Psychologist and Health care consultant with over 20 years of experience and expertise in performance improvement, outcome measurement and assessment, program design and evaluation of health care systems, and statistics and treatment planning. He has published over 100+ scientific articles and book chapters in these arenas and has taught throughout the country and the world. He is affiliated with the University of Rochester Medical Center, the Joint Commission on Healthcare, the Robert Wood Johnson Foundation, and is completing several grants, teaching and involved in wide ranging consultation activity.

Dr. Zastowny , a resident of Webster, New York was a The Joint Commission surveyor for 15 years and special projects consultant since 1989. He is the author of “A Guide to Performance Improvement in Behavioral Health Care Organizations” (1996). Dr Zastowny is affiliated with the American Psychological Association, the American Public Health Association, the American Sociological Association, the Association for the Advancement of Behavioral Therapy, the American Group Therapy Association, the Association for Marriage and Family Therapy, the National Register of Health Service Providers in Psychology, and the American Board of Medical Psychotherapists.
